Error reading dictionary - SAS dataset set dictionary was stopped because of the error (17).

Error 17 might be:

1) The input file is damaged or truncated.

Please check to see if SAS can read it.  If you don't have SAS, you can download a free SAS viewer from the SAS website to check to see if the SAS file is legit.  Make sure and scroll to the end of the file, so that the viewer can scan all the rows.  

2) The SAS file is password protected.  Stat/Transfer does not support reading password protected SAS datasets (It's a legal thing).

Remove the password in SAS.
